On June 5 and 6, all organizations supported by BES(t) 4 kids took part in a two-day training focused on human resources and the basic BES labour law implications. The training was organized by BES(t) 4 kids and delivered by consultants of Progressional People Caribbean (PPC). This organisation has been supporting BES(t) 4 kids for several years and is currently assisting the childcare organisations on St. Eustatius with HR development.
The training aimed to build participants’ understanding of human resource principles, the BES labour law and help them translate legal requirements into day-to-day HR practices. Core topics included contract management, job descriptions and performance evaluations, maintaining a personnel file, study agreements, sick leave policies and their application, vacation arrangements and special leave, and disciplinary measures.
Participants received practical tools and clear explanations to guide the development of HR policies and procedures. Many of the organizations face similar challenges, such as limited capacity, overlapping responsibilities and the absence of consistent HR documentation. The training offered clear guidance on how to address these challenges in a realistic and legally sound way.
Besides, the training provided space for reflection on the role of each organisation within the broader goals of BES(t) 4 kids. Through open discussion, participants were able to deepen their understanding, exchange experiences and consider how their HR practices contribute to better services for children and families. BES(t) 4 kids continues to invest in building professional capacity and strengthening childcare organisations to support young children and their caregivers.
Participants described the training as both useful and necessary. PPC will provide follow-up support to help organisations implement employee handbooks, codes of conduct and other HR policies. A follow-up training course is planned for October or November.

The BES(t) 4 kids program wants to offer all children in the Caribbean Netherlands good quality, safe and affordable childcare. This way every child has the opportunity to develop to its full potential. Having an effective and efficient organisation are preconditions for the day care and after-school care institutions to meet the new quality standards further embedded in the childcare law.
