The basis of the BES(t) 4 kids program is laid down in the Law Childcare BES. This document contains all the rules governing the quality of childcare centres and host parents. It also sets out how the supervision is organised and how childcare is financed. All this together ensures that we provide good, safe and affordable childcare. The Law comes into effect on 1 January 2026.

The statutory rules have been elaborated further in the Childcare Decree BES and in a Ministerial Order. In addition, there are also rules that specifically apply to one island. These are set out in the island regulations.
